The cooperative housing of Palamós work will begin in the fall

The work will be developed on municipal land and will have a budget of nearly 5 million euros financed by the ICO and with a subsidy from the Generalitat.

The building will have a low environmental impact and a high social commitment, with 25% of the housing intended for groups at risk of exclusion.

The social and cooperative housing project of Palamós it already has all the necessary procedures to start its construction. The homes that will be built on the site of Avinguda Catalunya, ceded by the City Council, already have a driving group of partners, bank financing, a building permit and an execution project, four essential pillars to start construction. The project is progressing at a good pace thanks to the active participation of the driving group, formed by the future users of the building, of the technical work of Sostre Cívic, the main non-profit housing cooperative in Catalonia, and with the support of the City Council of Palamós.

The promotion will be recorded 34 official protection homes, and was born with the aim of guaranteeing the right to decent and adequate housing for the population of Palamós, through a non-speculative model and with citizen participation in its development. It is the first cooperative housing in right of use of these characteristics that is promoted in the regions of Girona.

The City Council of Palamós transferred the lot in favor of Sostre Cívic a surface right on a plot of municipal property of 996 m² located on Avinguda de Catalunya. The transfer of the land took place at the end of 2020, and was agreed by a period of 75 years, at which point these lands will revert back to the municipality.


The last procedure before the work was to secure the financing. The project will cost 5 million euros, most of which will be paid for by the Official Credit Institute (ICO). The public bank attached to the Ministry of Economic Affairs of the Spanish government has already approved a bank loan of 4 million euros. It is the first time that the ICO is open to financing a cooperative housing project in the state's right of use, and with a long term of 40 years. An uncommon fact in the sector that will allow for more affordable usage quotas and that sets a precedent for promoting the right of use model as an alternative to access the right to housing. The rest of the funding will be supplemented with a subsidy from the Generalitat de Catalunya for the promotion of official protection housing of 950 thousand euros, and with the capital contributions of the partners.


A sustainable building designed together with the future inhabitants

The project, in addition, it already has the building permit granted since 2022. Developed by UMMA architects who have led a participatory co-design process with a driving group made up of people who have already shown interest in moving in. The participative process with the architects has collected the demands and specificities of both the environment and the interested parties themselves.

The 34 homes will be distributed over five floors, i 25% of these homes will be allocated primarily to specific groups that have particular difficulty accessing housing, such as young people, single-parent families or those over 65. In addition, the project has a wide range of collective spaces distributed over several floors and with 34 parking spaces located on the ground floor.


The building will be sustainable and will apply environmental and energy sustainability measures. The construction will be innovative, with a system of prefabricated facades and will be done "dry" to reduce the environmental impact and improve safety. The project has obtained the energy label A and will have high-efficiency centralized installations for air conditioning and ACS, and photovoltaic panels. These strategies, combined with other passives, they will make the building almost zero consumption (nZEB).

The construction of the project is scheduled for the fall of this year, and it will be at the beginning of 2026 when the partners can enter to live there.
