We make allegations in the State Housing Plan 2018-2021

The amendments have been presented jointly by the Association of Social Housing Policy Managers (GSH).

At the end of last month, we sent amendments to the Spanish Ministry at all levels to the State Housing Plan, together with social housing managers, in order to integrate the cooperative housing model in right of use and promote projects.

Specifically at the level of assistance programs for people, in addition to the rental and property regimes, it is essential to also talk about the right of use regime as a feasible solution to facilitate access to housing, and also to expand the profiles social of the people who can enter and develop a HCCU project.

At the level of programs for the creation and/or expansion of the affordable housing stock, it is considered that the HCCU can be a medium-long-term solution that must be considered, according to different forms and according to who does the promotion or is the owner of the good, the example of integrating a form of right of use similar to the Autorecupero in Rome is proposed.

The lack of coherence between the Spanish and Catalan framework hinders the visibility of the model and the feasible nature of the right of use, which is why open terms are also proposed to allow their application to the Catalan context.

In parallel, we have also sent the amendments to the Catalan Housing Agency, which will be in charge and responsible for developing the Plan at regional level from the Generalitat.
