El 9 of març 2018 the Royal Decree 106/2018 was published in the BOE which regulates the State Housing Plan 2018-2021, which includes the different public policies aimed at guaranteeing access to housing and which, since 2013, has been committed to promoting renting and rehabilitation as a priority.

The programs provided for in the Plan are marked, among other objectives, to promote the stock of rental housing and favor housing for the elderly and people with disabilities. However, the requirements established to be entitled to subsidies are not restrictive, and can encourage them to be used for rentals only for the mandatory term (with the paradox that they do not need to be qualified as HPOs), as well as for profit-making entities, allowing them to end up in investment funds or SOCIMI.

For social, stable and cooperative housing

To prevent these groups from receiving public subsidies, from Sostre Cívic we understand that more limiting social criteria must be established, and that's why we promote through the Federation of Housing Cooperatives of Catalonia I la Cooperative and Transformative Housing Sector of the XES the following proposals for the Housing Plan:

1. Minimum fee: We believe that non-profit cooperatives should have a minimum share of 25% of both rental and leasehold cooperative housing, to encourage new home ownership alternatives.
2. Give priority to non-profit entities, projects that maintain HPO conditions for as long as possible, and projects that ensure the maintenance of the housing stock for rent or right of use over time.
3. Let them be valued criteria that prioritize the social aspect between the different types of beneficiaries, since in the event that a reduction in the price per m2 is introduced as a criterion, that this is done according to the area and not in a generic way (not as has been done with the financing of the ICF).
