After years of collective struggle and dissemination of the model, the administrations are beginning to see cooperative housing in right of use as a solid alternative to guarantee the right to housing and to generate social housing.

In the last months of 2021, there were some talks and trainings where we met the cooperative housing sector in right of use and different administrations at various levels: municipal, regional and state. We collect them below:

Provincial Council of Barcelona | Conferences "Public-private-community collaboration: challenges and opportunities for the promotion of local housing policies"

The Housing Office of the Barcelona Provincial Council and the Association of Social Housing Policy Managers of Catalonia (GHS) organized the housing days Public-private-community collaboration: challenges and opportunities for the promotion of local housing policies, four sessions that took place between September 30 and October 21 and that had the participation of more than 500 registered people. In the first three sessions, cooperative housing in right of use played a leading role:

Session 1 [September 30, 2021]

The day opened by presenting different initiatives of public-private-community collaboration in the context of recovery and resilience policies. He participated in this presentation David Guàrdia and Masco, member of the Governing Council of the Federation of Housing Cooperatives of Catalonia and also coordinator of Sostre Cívic. It explains how to expand the public housing stock that is not governed under a market regime and complies with European standards by strengthening public-cooperative collaboration mechanisms:

Session 2 [October 7, 2021]

In this session titled Public-private-community collaboration in actions on the existing housing stock, participated Guillermo Hervera Nadal, director of the Municipal Planning Company of Lleida, explained the example of Lleida's public-cooperative collaboration for the recovery of private homes for cooperative homes in right of use. The government of La Paeria is promoting different cooperative housing projects in right of use, both with Sostre Cívic (with a transfer of land to build 25 cooperative housing units) as with the La Dinamo Foundation. The same foundation, which is part of the housing sector of the XES with us, also participated in the day, through Gloria Rubio, La Dinamo's project coordinator, to explain his project in the city of Lleida:

In this session, with the title Public-private-community collaboration in new affordable housing developments,Artur Fornés Salillas, lawyer and secretary of the Barcelona City Council Cooperative Housing Board, explained legal instruments available to the local administration for public-community collaboration based on the experience of the agreement signed between the City Council of the capital and different social housing entities to promote and contribute to the extension of cooperative housing in the city:

This day of December 15, 2021 was organized by the Housing Group of REAS Red de Redes with the aim of making visible good practices in the public administration for the promotion of cooperative housing projects in right of use and promoting collaboration between entities and administrations .

Generalitat | Conference "Cooperative housing in right of use: the role of administrations to create a favorable environment"

On December 14, 2021, this day took place in Barcelona, ​​organized within the framework of the Social Economy Program of the Department of Business and Labor of the Generalitat.

The objective was to make visible the experiences of housing cooperatives in right of use and to identify initiatives of the public administration to promote this model, delving into the projects executed or under construction and thus providing tools and being able to replicate the model in different territories of Catalonia.
